Need help with the Devil's Lake issue for a school ignment?

I was able to get most of the answers from the links provided by Ms. Gummer in cl at VLC. The answers to e are found in the Winnipeg Free Press article, sort of, but I couldn't get any closer than that to what is the current agreement. The other articles are all a few years old, but at least they answer the questions. I think I got most of the answers from the first cbc article on devils lake below. Good luck. I'm trying to "take sides" on the issue and back up my view with 3 reasons and it is really hard for me. I'm researching and just came across your question!
